Central government issues new guidelines to boost EV

In an attempt to promote EV, Central Government has issued new guidelines to boost electric vehicles. From license – free charging stations to public EV charging infrastructure, The new guidelines are as follows:

EV Public charging infrastructure

The charging infrastructure will take place in phases manner. According to government instructions, The charges applicable to domestic consumption will apply to domestic charging, the same tariff will apply to battery charging stations(BCS).

Phase 1( One to three years):

According to census 2011, all mega cities with population of more than 40 lakhs, all important highways connected to this cities and express ways can be taken up for coverage. A list of all these cities and instructions has been prepared.

Phase 2(three to five years):

Big cities like state heads will be considered, all highways and important roads connecting these cities will be taken up for coverage in Phase 2.

No license required for charging station

In order to promote and motivate individual and institutions, As per new guidelines, will now be able to setup charging station without requirement of license. Only thing individual/ institution should look is that the setup has met technical standards, security and performance standards along with protocols fixed for this.

According to new standards, the owner can use his existing domestic electricity connection for installation of charging station and access his/her residence. These facilities are aimed to faster adoption of electric vehicles in India by ensuring safe, reliable, affordable and reliable charging infrastructure and eco-system.

Revenue Sharing model:

To address the challenge of enabling charging stations to promote electric vehicles as per instruction, Revenue sharing model has been created for the land used.

  • Revenue – Fixed rate of Rs. 1/KWh on sharing basis.
  • Government land can be used for setting up charging statiosn.
  • Payment will be made to land-owned agency on quarterly basis.
  • Contract to be for period of 10 years.
  • Power connection to PCS in seven days in metro cities.
  • Fifteen days in other muncipal areas.
  • Power connection to be provided as early as possible.
  • Connections will be provided within 30 days in rural areas.
  • Within this period, distribution agencies will provide a new connection YB modify existing connection.
  • Public EV charging station will have single part tariff for power supply.
  • Will not exceed “average cost of supply” by March31,2025.
  • State governments to fix service fee.
